One note on cabinet shuffles. Whoever gets named foreign-affairs minister will be the eighth person in that job in a little over eight years. Lloyd Axworthy had it until September, 2000; Then came John Manley, Bill Graham, Pierre Pettigrew, Peter Mackay, Maxime Bernier, David Emerson. It would be a serious mistake to think that hasn’t been noticed, here and there around the world.
