Afghanistan’s Electoral Complaints Commission announced today it has found “clear and convincing evidence of fraud” pertaining to last month’s presidential election and has ordered a partial recount. The commission says that ballot boxes were stuffed with more ballots than should have been available, or the returns were incredibly skewed in favour of one candidate. In incumbent Hamid Karzai’s home province of Kandahar, for example, preliminary results indicated that more than 350,000 votes had been turned in to be counted, but Western officials estimated that only 25,000 actually voted there.
