GiornoWatch: Well, since we're on the GEDS site anyway …

… why not cast a curious eye on the other changings of the guard underway over at PMO?

After all, it’s been a while since the last update on the Giornoverse.

First and foremost, ITQ is saddened to report the demise of the once … well, not all-mighty, but reasonably-mighty-under-the-circumstances office of Strategic Initiatives and Public Liaison. A relatively recent addition to the Giornorganizational chart, SI-PL, as it was known amongst its wide circle of friends and admirers, operated under the experienced and watchful stewardship of erstwhile PMO policy director Mark Cameron, who departed Langevin for parts as yet unknown a few weeks prior.

Luckily for his former staff, the office has apparently been resurrected, with a newly minted director — Andrew Wallace, also formerly at Policy, and a bold new moniker; ITQ sends her best wishes for a long and happy life to the office of Stakeholder Relations.

Also recently struck from the GEDS list: Strategic Communications, once the realm of long-serving prime ministerial press secretary Carolyn Stewart Olson, who headed off to the Other Place last month, leaving her team — which included several veterans of the Muttartian special forces — to be absorbed into Communication – still no S, but apparently now enriched with even more strategic wisdom. ITQ is sure they’re just happy to be together again, especially under the wise tutelage of John Williamson, AKA The New Kory Teneycke.

Meanwhile, Dimitri Soudas has shed not only his deputy title — he’s now referred to simply as ‘press secretary’ with no qualifier — but also his position as senior advisor (Quebec). In exchange, he picked up a new designation, and is now to be styled associate director, communication — and no, there won’t be a test on any of this. The new Quebec advisor? That would be Marc-Andre Plouffe, who was — and, for all ITQ knows may still be — the prime minister’s French speechwriter, and apparently, the man on whose shoulders the fate of the government’s ten Quebec seats now rests. But hey, no pressure.

Over at Issues Management, Jasmine Igneski has officially taken over the directorship previously held — with two iron fists — by Jenni Byrne, who is now in charge of political operations over at Conservative Party headquarters. In the wake of Byrne’s ascension, however, the IM office itself has lost considerable clout, at least on paper: Regional Affairs has been handed off to deputy chief of staff Darrel Reid, and yes, ITQ did have to click on every single link to figure that out. She was sure it would end up in the barracks next to the Advertising and Marketing Unit under the ever-vigilant eye of the Chief of Staff.

And finally, to end on a happier note: Guess who now has his very own office in PMO? Pierre Poilievre, that’s who. No, ITQ doesn’t know quite what to make of that either, but she’s sure he’s tickled pink — and at least this means he’ll have somewhere other than the lobby to hang out while he’s waiting for his new talking points.

    Way to go Pierre : I like this young guy. I remember when young Chretien was Trudeaus attack dog and whenever Chretien would walk into a room the entire room would go silent and all sorts of eyes looking in any direction except Chretiens .. Polliviere has a way to go yet but I think he has the potential …

      Polliviere is a weasel. He won't last 10 minutes once Harper is gone. His greatest strength is uttering near racist screeds and re-announcing the same grant monies quarterly.

        I agree.
        He is a first class twit and I am embarrassed that he is my MP. He does no reply to emails because he refuses to acknowledge that one of his constituents has the audacity to disagree with him!

    I confess I have no idea, but it seems Giorno enjoys moving the chess pieces around every few weeks. Is that normal behaviour for the Chief of Staff, or is this something new? Also, how much do so many new business cards cost?

      Normal or not, it's massively disruptive. Think about any organization you've been in. What if it was reorganized or partially reorganized every few months? If each re-org is substantive, then it can be hugely disruptive leaving staff unsure as to their role, responsibilities and goals. Conversely, if the frequent re-orgs are superficial, then they can/will foster significant cynicism among staff. Periodic — triggered by real changes in business (or in this case government) — re-orgs are healthy. But re-orging at the apparent pace of the PMO indicates to me that that the place is dysfunctional and they are searching for an organizational quick fix or that it's being run my a someone who has an org chart fetish.

      I know people keep talking about chess, but I see it more as a
      jigsaw puzzle with some pieces missing. They can't quite get it finished.

      Used to have a few of those in a psych unit I once worked in ( briefly ).
      And we wondered why people were getting so paranoid and frustrated.

    This way, he'll report to the Chief of Staff and not be compelled to bug the PM. He would also be Jenni Byrne's eyes and ears (and nose, of course) inside the Giornoverse.

    Why are the CPC backbenchers putting out conservative "tax guides"? It seems to me that the role of the MP is not to do the work of a government department. That's what we have a NON-PARTISAN AGENCY FOR!!!

      To be fair, it isn't a half bad idea. Except that the timing is suspicious, and the actual implementation is misleading at best. The Harper Conservatives are responsible for the GST credit? Tuition Fee Credit? Get real.

      It's too bad my MP hasn't sent me one of these things, because then I'd be able to ask him why it is that doctors, lawyers, teachers, etc. can deduct directly from their income monies paid to professional associations (which certifies them to work in a province), while licensed plumbers and I assume electricians and other trades cannot do the same with their license (licensing them to work in a province). Or, why it is that salespersons who maintain a home office can deduct from income every staple and paper clip, but a tradesperson has to spend $1,000 and THEN he gets a non-refundable tax credit on anything spent on tools over that. Hardly seems fair, I'm thinking, but I guess tradespersons don't have families. Or values, or something.

    My M.P. was credited on this blog site as having sent 10 % ers to Mississauga residences . All queries to his riding offices has drawn no response .

    With your familiarity with the PMO Kady could the ad group mentioned in your previous article be responsible for the 10 %er file ?

    They certainly wouldn't require an ad budget as they have the whole Treasury to draw from . " So what exactly does Guy Giorno’s little ad shop do all day, if they don’t have an ad budget of their own? "
