I think that is a quick jump to DefCon3 – "Blame a bureaucrat or provincial government". A lot of that going around these days with this government.

So the moral of the story is to prepare yourself and family for any emergency instead of relying on the inept bureaucrats who don't know their arses from a whole in the ground. Sounds like good advice to me.
