I don't care how they got here, they're here, and now that they're here we've got to TAKE THEM OUT; and God knows nothing short of an F-35 is going to be any match for pirates. Haven't you heard? Anything short of an F-35 is pretty much useless as a weapons system.

Somehow I do not think that it was just happenstance that he chose that costume.

Perhaps he's signalling to Steve and his little buddy Jim that should a bunch of pirates … uh … I mean a coalition show up at his door and request the opportunity to form a government he would be willing to accept their request.
