    The problem isn’t just bad design or poor drainage; it’s also maintenance. You have to have people fixing problems whenever they occur long after the structure has been designed and then executed. It’s an ongoing thing. Of course, if the basic design was flawed… We blame Jean Drapeau!

      I would like to add that this really strikes me to the heart. Montreal is to me what Jerusalem was to Jesus. When the FLQ blew up the Montreal stock exchange when I was just a lad, I knew that the world would never be the same again.
